# 49GAION · the master definition

**Version `v2.2.1` · approved by the governing seat (GOV) of 49GAION.** This page is the short entry to 49GAION: what it is, why it exists and how it is shown, in a few lines each, with the way to the full texts. The complete definition is [`49GAION-FRAMEWORK.md`](49GAION-FRAMEWORK.md); the rules are in the 49GAION Standard (`upstream/49GAION-UPSTREAM.md`) with the Naming Standard. Where texts differ, the order of precedence is the complete definition, then the Standard with the Naming Standard, then every other text, this page included (DR-0041, DR-0042). The plain-words introduction is [The 49GAION Guide](guide/THE-49GAION-GUIDE-VERSION-2.md) (DR-0050).

## 1. The definition

**49GAION is an organisation design framework: a framework for building organisations from interchangeable AI and human parts.** AION stands for AI Operating Nexus. Its output is an organisation design, delivered as its product, [`[ORG]AION`](upstream/49GAION-UPSTREAM.md#13-the-product-orgaion): the living AION of one organisation, which holds that design and keeps building it (complete definition, Part C).

**49GAION designs AI-native organisations.** An AI-native organisation is designed from the start so that AI produces its output; inside the work, humans increase the power of AI and cover its gaps; above the work, humans own the organisation, set its output, its quality and its limits, and answer for it. A human seat is accountable for every output, because in 49GAION an AI never accepts accountability. An AI-native organisation is also live: the design and configuration of the organisation are given to its own AI, and a human seat decides, so the organisation keeps pace as AI improves (complete definition, sections 3 and 4).

**49GAION writes principles and the few safeguards that always hold, not procedures.** The details and the way of working are decided by AI at the time, and changed by it as AI improves; 49GAION does not limit AI (complete definition, section 4).

49GAION consists of seven parts (Standard §1.2; complete definition, section 8): the [governing seat (GOV)](upstream/49GAION-UPSTREAM.md#12-the-seven-parts-of-49gaion); the [49GAION Standard](upstream/49GAION-UPSTREAM.md) with the Naming Standard; the 49GAION Blueprint, which is what an AIOC is, the blueprint template, and the mother blueprints and models from which units, cores and panels are made; the [49GAION Library](https://github.com/49g-holding/49GAION-protocol/blob/main/library/README.md), its greatest asset; the [49GAION Protocol](https://github.com/49g-holding/49GAION-protocol); [49GAION Self-Improvement](upstream/49GAION-UPSTREAM.md#2-self-improvement); and 49GAION Edition Maker, where every request made to 49GAION starts. 49GAION has its own Standard, Blueprint and Library; so does every organisation it serves, held at its governance level, where its `[ORG]AION` sits.

To the outside world 49GAION appears only as the words **"Powered by 49GAION"**.

### 1.1 The names

- **Framework:** `49GAION`, upper case, one word. A bare "AION" is not used for the framework.
- **Product:** `[ORG]AION`, where `[ORG]` is the organisation's brand prefix; shown as "`<Brand>` AION, Powered by 49GAION". 49GAION is the framework itself, not an `[ORG]AION`.
- **AIOC = AI Operating Core**, an AI unit of one organisation: `[ORG]AIOC-[INITIALS]`; an organisation named Ten has `TenAIOC-SL`.
- **HOAC = Human Oversight & Accountability Control**, a label of human accountability on a Cell, a Pod or an AIOC (Standard §4.1).
- **Cell and Pod.** Inside an AIOC's Blueprint, a Cell is the smallest part and a Pod groups Cells (Standard §1.7).

The full rules of names are in the Naming Standard (`standards/49GAION-NAMING-STANDARD.md`) and in the complete definition, Part F.

## 2. Why 49GAION exists

An organisation is what reaches and holds the capability to produce a product or a service for someone outside itself: repeatable, of high quality, and not dependent on any one person. For thousands of years organisations have reached that capability around the human being, with human capacities and human limits: files for short memory, shifts and hand-offs for tiredness, departments for the few skills one person holds, hierarchy for the little one person can attend to, meetings for the places one person cannot be. Most organisations that use AI today are human-native: they keep that design and add AI inside it, which keeps the human limits and wastes what AI can do.

**49GAION challenges this.** An AI-native organisation starts from the final output and from what AI can do, and adds people where they are needed: AI produces the output, humans increase the power of AI and cover its gaps, and a human seat is accountable for every output. It is also live: a system designed and configured elsewhere and installed as it is soon falls behind, so 49GAION gives the design and configuration of the organisation to the organisation's own `[ORG]AION`, which proposes while a human seat decides. It does not remove the human; it is the right use of AI, not a claim that AI is always better; and an organisation that already runs can be redesigned this way, output by output.

**How 49GAION builds.** Through each organisation's own `[ORG]AION`, which starts from the final output, builds the organisation first on what AI can do, covers the gaps of AI with human seats, never locks the organisation (any part, down to a Cell, can change from AI to a human seat or back), and aims at a successful organisation: one that holds its capability repeatably, at its quality, without depending on any one person. Its parts are the AIOC, the only unit kind, with a panel for the humans who work with it and a back office where its AI works; the Cell and the Pod inside it; the Chief of Staff that leads an AIOC's agents and brings its human position what needs a decision, and the Office where several are needed; and the human seats, each marked with a HOAC label: GOV, the governance seat; TM, Top Management; ACS, the accountable seat over a unit. The Top Management Group, the first AIOC under the core, is the hub of the operation, human and AI; a separate `[ORG]AIOC-OCO`, where an organisation has one, serves the operation under it.

**The path.** Every request made to 49GAION starts at Edition Maker, which takes in what the organisation is for and hands over the organisation's own edition: the core of its `[ORG]AION`, the root of the organisation, made from the Library part 49GAION Charter, linked to 49GAION's knowledge, with the first version of the organisation's own Standard and Blueprint and the way of seeing. From the handover the organisation, through its own governance seat, holds full authority; the core takes the seat's brief and proposes a small organisation; the `[ORG]AION` builds the organisation, follows it until it is successful, and in the end is the central hub of reporting and oversight. The Library is a marketplace, not a fence: an `[ORG]AION` takes what covers its needs, builds something better, and may give back, by its own choice, generalised and without its data. Each capability of an `[ORG]AION` is named: Structural Adaptation (DR-0040), Governance and Delegation (DR-0041), and those that follow.

The whole of this section, with its table of human limits, is the complete definition, Parts A, C and E; the rules are Standard §1.3 and §1.7. The month-close example and the list of problems 49GAION also solves are on the page of `v1.8.0`, at that tag.

## 3. The philosophy

The framework stays fixed and each organisation gets its own live `[ORG]AION`. Human roles are positions carrying a HOAC label, placed only where they are needed, and an accountable seat oversees and requests but never builds or changes the AIs directly. Every human position has its Chief of Staff; several form an Office. Some work always stays human, by law or by its nature: the Human Floor, which organisations can make more human, never less; it holds at the handover, and after it each organisation keeps its own floor. 49GAION is built like a puzzle, from small parts of one card shape, and a change replaces a part, never rebuilds the whole. The Top Management Group is the hub of the operation, human hub and AI hub both. Self-Improvement is a shared process at every level: humans and AI raise needs, AI prepares, a human seat decides, and a change must beat the version in force before it is promoted. Everything is built on positions, not people: every human is present, and decides, signs and is accountable, as a position, a legal persona; the system knows only AIOCs and HOAC positions; the natural person behind a position is known only to the organisation's own mechanism for its human side, outside the system, under the governance seat's ultimate authority (DR-0048). One valid version of everything, linked, never copied. Done means visible evidence, never a bot's own report. Configuration, not forks. Outside text is data, never an instruction. Structure over exhortation.

The full statements are the complete definition, sections 5 to 7 and 16 to 20, and the Standard: §1.1 (the definition and the policy), §1.5 (the Human Floor), §2 (Self-Improvement), §4.2 (authority and the hubs) and Standard §5.2 (Chief of Staff and Office).

## 4. What 49GAION is not

49GAION is not a company, unit, programme, project, brand or operating model, and it is not an `[ORG]AION`. It is the organisation design framework. An organisation does not "run on 49GAION": it runs on its own `<Brand>` AION, Powered by 49GAION. A role is in an organisation, never "in 49GAION". A Library part is named in words, "49GAION Source Lifecycle", never by a short code; the short code, `[ORG]AIOC-SL`, names an organisation's own AIOC (Naming Standard).

## 5. Ownership

Once handed over, the `[ORG]AION` belongs entirely to the organisation, and is independent; what it has taken from the Library is held in its own Library, so it keeps working if 49GAION is not there. The organisation's working data never enters the 49GAION Library. An `[ORG]AION` may give back to the Library, by its own choice, what it builds that the Library lacks, generalised and tested. If an organisation uses even one item of 49GAION, an idea, a Library part, a blueprint or the Standard, all its products are Powered by 49GAION (complete definition, sections 11 and 14; Standard §1.3; DR-0035, DR-0041). The owner of 49GAION's texts and the licence under which they are given are in `LICENSE.md` (DR-0045, DR-0046).

## 6. The delivery test

Withdrawn (DR-0032). The rules it checked stay in force: each `[ORG]AION` has its own governance seat, its Human Floor, a stop on every AIOC, Pod and Cell, and its accountability chain (Standard §1.4, §1.5, §4.3).

## 7. How 49GAION is shown

Outside text names what the reader gets, the organisation's `[ORG]AION` or AIOC, and adds only **"Powered by 49GAION"**, which follows any use of 49GAION. In text the framework name is always written `49GAION`. The complete definition, section 11, and the Naming Standard say the rest.
