Draft, 15 October 2026; v0.1.1, 16 October 2026, takes the filings of every design stage (49GAION/DR-0016 to DR-0018): two new origin kinds, process and position design and delivery and implementation, and a write scope for each stage limited to its own kinds and its design reports, which hold its returns. v0.1.2, 16 October 2026, adds the organisation dictionary, the essentials checklist and the rule for records of the work as it runs, and takes the v0.6 sockets contract (49GAION/DR-0023; Annex F). v0.1.3, 17 October 2026, takes the feeds of the Operations Event Register (49GAION/DR-0027): the origin kind correspondence, fixed as received; the register's write scope; and gap signals. v0.1.4, 19 October 2026: the Chief of Staff takes its COS code [ORG]CELL-COSSL (decisions/DR-0002). This is the mother blueprint of the Library part 49GAION Source Lifecycle, for any organisation (49GAION/DR-0024; decisions/DR-0001). It was written from the blueprint of the part's first instance, v0.1.2, with every value of that organisation removed; each organisation fills its own copy (§0, §2.1). It sets the product, as its requirements document describes it, into the form of the 49GAION AIOC template: its card, its positions, its Cells and Pods, and each capability in four parts. It adds no product requirement. Every rule rests on a 49GAION text, on the product requirements document, the PRD of the Source Lifecycle product (cited by requirement ID; §0), or is new in this blueprint and marked New. Nothing here has run. Every fixed test reads NOT_RUN.
Source Lifecycle in one page
Source Lifecycle (SL) keeps an organisation's own sources: its documents, and what its people say once they have approved it. It records each one, gives it a reference, classifies it and fixes it, so that every source has one valid version, and anyone can see where it came from.
It serves anyone who owns sources: one person, a household, a company, a group of companies, or an institution. It is sold and used on its own. It is also the first stage of every larger system: in 49GAION, every source enters through it, and every later part reads from it.
What goes in
- Files and folders of any kind, existing collections, and items pulled from the owner's other systems.
- A person's own words, by typing, chat or voice. An owner with no documents at all becomes documented by talking.
- Requests from connected parts: to read a source, to file one, or to ask for what is missing.
Before anyone gives anything, they accept a contributor agreement. Secrets (passwords, keys, codes) are refused everywhere.
What SL does
- Checks everything at the door, and refuses with a reason.
- Turns talk into text, shows the person the exact text item by item, and records only what they approve. Silence approves nothing.
- Labels every statement: stated, inferred, assumed or unknown.
- Classifies each source: its class, how confidential it is, what kind of document it is, and its status.
- Lets the owner decide who sees what, like the settings of a code repository.
- Takes a document from request to draft, review, decision, approval, publication and archive, with a human HOAC position deciding at every step that needs one.
- Tells the owner what is missing for an owner of its kind.
- Lets other systems connect only by request, approved and scoped by a human HOAC position, and revocable at any time.
- Answers connected systems by reference only: the ID, the version and the hash, "held" or "not held".
- Takes the questions of connected systems, finds the right HOAC position, gets the answer approved and recorded, and answers by reference. No connected system ever asks a person anything.
What comes out
- The owner's sources, each with one valid version, its history and its classification.
- Answers to connected systems, by reference, within what they were allowed.
- What is missing, ranked by consequence.
- A full export at any time.
Who decides
- Every human position in SL is a HOAC position: a position, never a person. The organisation's HOAC positions decide everything that is theirs: their content, what is in force, who sees it, who connects. SL prepares and records; it never decides.
- SL has at least one HOAC position of its own: the Source Lifecycle Lead, its accountable
[ORG]HOAC-ACSposition. It approves each connection and its scope, and owns the tests of its parts. The organisation may add more HOAC positions to SL in SL's own design (§17).- No natural person exists in the system (Standard §1.1, item 9). Who holds a position, and how, is the organisation's own mechanism, outside the system. SL never sees it; it deals with positions only.
Where this blueprint stands. In the first instance, the product exists and runs on a demonstration branch; its live qualification there was 0 of 3 cycles when this mother was written (PRD §10). Most of what Protocol §13 and the next stage need is not built yet (PRD §11). This blueprint states what the AIOC is. The PRD states what the product must do. The two must match (§9, case 85). The decisions only a human seat can take are listed once, in §13.
Reading (49GAION DR-0041). The complete definition of 49GAION, approved by its governing seat on 25 October 2026, is
49GAION-FRAMEWORK.mdingithub.com/49g-holding/49GAION. Where this repository differs from it, the definition governs, and this text is read with it. Every rule here that names[ORG]AIOC-OCOor the human hub reads as the Top Management Group, the hub of the operation, human and AI. The panel is the organisation's own code interface, and the AI chat workspace is its back office. The readings are indecisions/DR-0003. Nothing here is removed.

Lineage. The product began, in the part's first organisation, as a document-production engine for governed AI work; earlier names may remain in that instance's stored identifiers. Its requirements were consolidated into the product's PRD and widened into an independent product and the first stage of every larger system, with the needs-request path a connected organisation-design part needs. The governing seat of 49GAION made it a Library part, with its Protocol section (49GAION/DR-0008), and set where its mother lives (49GAION/DR-0024). The first instance's own history stays in that instance's writing repository.
Requester stewardship. An earlier organisation-design chain had a stage, CS1, that read back what was said, labelled each statement, recorded contradictions without ruling on them, and asked for what was missing in plain words. That work is carried here, as the person-facing half of intake (PRD FR-27; §4.2, §5.1). The organisation-design part [ORG]AIOC-TOM keeps the other half: capturing its request, tracking what it lacks, and carrying its decision rows.

This AIOC joins only after every input and output on this card passes fixed samples (the joining test, Protocol §11, item 1; Standard §3.2, item 4). Until then its lifecycle_state stays designed and no Work Item is routed to it. The parts of the card that serve the next stage (needs requests, needs status, filing, notices, the reference fields and pinned snapshots) rest on PRD FR-35 to FR-46, which are Proposed until the decision PRD D-20 (§13). Until this card declares the sockets contract as adopted, [ORG]AIOC-TOM cannot start a run (its gate T0 fails with SL contract not supported). The cards of its Pods and Cells are set in §17 and generated into cards/.
2. Organisation table and placement
2.1 Organisation table
The blueprint writes [ORG] for the organisation's prefix, as central texts do (Naming Standard R13). Each organisation fills [ORG] in its own copy. Positions only; who holds each one is kept only in the private register copy (Standard §5.2, Position Principle; 49GAION/DR-0011).
| Term in the blueprint | In <organisation> |
|---|---|
[ORG]AION | <filled by the organisation> |
| The Top Office (decisions are signed by human Cells carrying HOAC labels) | <filled by the organisation>, the human hub |
The Cell carrying [ORG]HOAC-GOV | the Governing Body position, <code> |
The Cell carrying [ORG]HOAC-TM | the human hub position, <code>; the cards use the example code [ORG]CELL-TMS until the organisation's register gives its code |
[ORG]AIOC-OCO | <filled>, the Operating Core Office |
The Charter of this [ORG]AION | <code from the organisation's register>; the cards use the example code [ORG]AIOC-CH |
| The engineering division | <to be set by the human hub>. The product's engineering: the SL technical lead position directs it; the technical authority and auditor is the organisation's technical authority position (PRD, document control) |
| The IT and infrastructure division | <filled> (repositories, the organisation's vault, the tool gateway's hosting) |
| The builder of every tool | <to be set by the human hub> |
| The Library blueprint this core is made from | 49GAION Source Lifecycle, part card v4 (DRAFT); Protocol §13; this text is its mother blueprint |
| The owner (PRD §3) | the organisation whose sources SL keeps. In a group, the group and each of its entities; each entity is a universe (PRD §4.3) |
| The HOAC positions | every human position that acts in SL: it contributes, approves, decides or consumes sources. Each is a position carrying a HOAC label ([ORG]HOAC-GOV, [ORG]HOAC-TM or [ORG]HOAC-ACS), never a person (Standard §5.2, Position Principle; 49GAION/DR-0011). Some are positions of this AIOC (§17); others sit elsewhere in the organisation, for example the [ORG]HOAC-GOV position. Each human application role of the product is mapped to one (Annex A) |
| The register of positions | the unit register's position entries. Who holds a position, and its history, is the organisation's own mechanism, outside the system; SL never sees it (49GAION/DR-0049). SL reaches a position only through its HU port, and only the tool gateway checks the credential the organisation's mechanism issued for that position |
| The tool gateway | carried by the Charter and run as code beside the core, outside the reach of every AI (Standard §4.4, item 11; 49GAION/DR-0052). Every connection, every signature of a listed type and every stop passes through it |
2.2 Placement
- Where it sits. A top-level AIOC under the Charter: the first part an organisation receives after the Charter, with
[ORG]HOAC-GOV,[ORG]HOAC-TMand[ORG]AIOC-OCOinstalled in it (Protocol §13, item 1). - Its role. It keeps the organisation's own sources, each with one valid version, and serves them by reference to the parts the organisation allows.
- Scope.
- It does: take every kind of input from every kind of owner; check it at the door; turn talk into approved records; label statements; classify; let the owner set who sees what; take a document from request to archive through governed stages, with people deciding; govern its own AI agents and knowledge releases; find what is missing; connect other systems by approved, scoped and revocable grants; answer by reference; take needs requests, reach the right position, and answer by reference; accept filings from connected parts within their write scope; run trials and full exports.
- It does not: decide anything that belongs to the owner; treat talk as true by default; record anything a person has not approved; store a secret; design the organisation; serve a source outside a grant; name a person to a connected part; enter the 49GAION Library with any of the owner's sources (Protocol §13, item 3).
- Owners it serves. Any owner: one person, a household, a company, a group or holding, or an institution (PRD §1).
- Boundaries with other AIOCs.
[ORG]AIOC-TOMand every later design stage read sources only through the output socket, ask for what they lack only through this AIOC's Chief of Staff, and file their releases here (PRD FR-35 to FR-46). They never reach a person. This AIOC never designs.[ORG]AIOC-OER, the Operations Event Register, keeps what the organisation did, where SL keeps what it knows. It files only an entry a position asks to keep, ascorrespondence, and its projection of the work, as anexport, within its write scope (§5.8), and sends gap signals (§5.2). It reads only the references of the sources its entries cite, never content, and SL never records its register (49GAION/DR-0027; New in v0.1.3).[ORG]AIOC-OCOinstalls, fixes and upgrades this AIOC, builds its Panel, and carries its blueprint changes; it never grades it (Standard §2.3, item 9).- The IT and infrastructure division hosts the vault. SL never holds a secret; a socket to the vault comes later (PRD FR-33, D-16).
- A replacement source. In a stage after the first, another source may stand beside SL, read only, through the reading part's own adapter. Asking and filing stay with SL (Protocol §13, item 7; the reading proposed by the Target Operating Model mother,
github.com/49g-holding/49GAION-target-operating-model,upstream/PROPOSALS.md, item 8).
- Overlap. None known inside an
[ORG]AION. Outside one, the product runs alone for owners with no[ORG]AION(PRD FR-34); the differences are in §11.
3. Positions
| Position (standard title) | Purpose | Reports to | Run today by | Cover |
|---|---|---|---|---|
| Source Lifecycle Lead (HOAC position) | the accountable seat of this AIOC: approves and scopes each connection (connect-external-port), revokes; owns the fixed tests of its parts; rules on what the Chief of Staff raises; acts as the product's SL administrator for sharing within the owner's policy. Answers for the AIOC, never for the owner's content or decisions | the Cell carrying [ORG]HOAC-TM | a HOAC position ([ORG]HOAC-ACS). Who holds it, and how, is the organisation's own mechanism, outside the system; this AIOC never sees it (49GAION/DR-0013). While the position is empty (no credential in force for it), the Chief of Staff only advises, matters go to the Cell carrying [ORG]HOAC-TM, and every act that needs this position's signature waits (Protocol §4.10, item 21) | the organisation's own mechanism, outside the system |
| Chief of Staff | the intake steward and the needs desk: keep every item moving, honest and traced; the only Cell that asks the owner's people anything for a connected part; this AIOC's voice to the Lead | Source Lifecycle Lead | an agent ([ORG]CELL-COSSL) | none; intake and needs requests are held, never closed |
| Conversation Recorder | turn talk into preview items, run explainer templates, label each statement | Chief of Staff | an agent ([ORG]CELL-SLCR) | none; the conversation is held |
| Source Classifier | propose each item's category, class, confidentiality level, sensitivity tags and document type | Chief of Staff | an agent ([ORG]CELL-SLSC) | none; the item stays unclassified, at the default level |
| Gap Finder | compare what the owner holds with its profile, and rank the gaps | Chief of Staff | an agent ([ORG]CELL-SLGF) | none; the gap list is not refreshed, and says so |
| Consistency Auditor | find contradictions and conflicts across the corpus, and record them without ruling | Chief of Staff | an agent ([ORG]CELL-SLCA) | none; the check shows unknown, never pass |
| Drafter | draft documents from requests, under a governed package (stage S1) | Chief of Staff | an agent ([ORG]CELL-SLD) | none; the request is held |
| Independent Auditor | audit a candidate before any critical action, on a configuration distinct from the producer's | Source Lifecycle Lead | an agent ([ORG]CELL-SLIA) | none; the critical action stops |
- Every human position is a HOAC position. This AIOC starts with one, the Source Lifecycle Lead, and the organisation may add more in this AIOC's own design (§17, Adding a HOAC position). The human application roles of the product (Annex A: the requester, the reviewers, the approvers, the final authority, the publication administrator and the others) are HOAC positions too: each is either a HOAC position of this AIOC, or a HOAC position elsewhere in the organisation, for example the
[ORG]HOAC-GOVposition as the final authority. No AI Cell ever holds one. - No natural person (Standard §1.1, item 9;
49GAION/DR-0013). This blueprint deals with positions only. Who holds them, and how, is the organisation's own mechanism, outside the system; no part of this AIOC holds, reads or infers it. - The Independent Auditor reports to the Lead, not to the Chief of Staff, so that the part that runs the work does not direct the part that checks it (PRD FR-11; New as a placement).
- No AI Cell signs, approves or decides anything that belongs to a person (Protocol §10, item 3; PRD FR-10 to FR-12). Each AI Cell's bot has its own identity card (§17).
- Each position's role pack is carried in the role cards of the capabilities it performs (§4, §5).
4. Standard capabilities
Defaults are in docs/STANDARD-CAPABILITIES.md of 49GAION-aioc at e89ed1d (v1.5.0, with the v1.6.0 additions). The differences are listed in §11.
4.1 Office
Definition
Default · form: single Chief of Staff. An Office forms only when the Lead needs more than one Chief of Staff, for example one instance per language or per owner, or a separate needs desk under heavy load (windowed position). It is proposed to the Lead, never self-created.
Process (SOP)
Default.

4.2 Chief of Staff
Definition
Default, connecting kind: it connects the owner's people with the parts that need them, and reports to its HOAC seat, the Source Lifecycle Lead. With these additions:
- The intake steward (PRD FR-27, FR-36). It is the person-facing half of requester stewardship: it reads back what was said, keeps each statement's label, never records less than what was asked, records contradictions without ruling on them, and asks for what is missing in plain words.
- The needs desk (PRD FR-35 to FR-40; §5.9). It is the only Cell that asks the owner's people anything on behalf of a connected part. It accepts or returns each needs request, chooses who answers a delegable row, asks only the named position for a non-delegable row, and answers by reference. It never answers for a person, never records content the person has not approved, and never decides.
- The orchestrator of the stages. It moves each item through intake, recording, classification and the document stages S0 to S12 (§5.0), dispatches the Cells, runs the code steps (the security scanner, the canonical build, the publication gates, the serve log, the notices) and writes the event record. Code is a tool, never a seat.
- Its HOAC seat is a position (Position Principle). It names the Lead by position code only. Open work, commitments and the delegation ladder in force stay with the position, whoever holds it.
- Position Chief of Staff. It also serves the Lead as the Position Chief of Staff (
docs/STANDARD-CAPABILITIES.md§4.2, DR-0010;49GAION/DR-0011, item 6), within the delegation ladder of §15. It signs for the Lead only within the grant the Lead has given it, which may reach a type ofupstream/human-floor-signature-types.json; what it signs under that grant is the Lead's own decision (49GAION/DR-0053, item 11). The Lead's HU ports and stop door never pass through it.
Process (SOP)
Default, plus:
- Intake. Every arrival goes first to the Input socket (§4.3). Admitted items are recorded as events with ID, version, status and owner position → admitted item (evidence: the event record).
- Conversation. For talk, it opens a conversation with the Conversation Recorder (§5.1), and stays the voice to the person → preview items (evidence: the preview record, bound by hash).
- Triage. Each item gets one class: decide (for the Lead or for another HOAC position), inform, file or act within limits. A decide item for the Lead goes as a decision request: one recommendation, the reason and the risks, whether it can be reversed, its own dissent, and what the waiting party does meanwhile → decision request (evidence: the request record).
- Stages. It moves each document candidate through S0 to S12 only when the stage's actor, candidate and evidence check pass (PRD FR-05) → stage transition (evidence: the transition event).
- Needs. It runs the needs desk (§5.9): accept or return, route, ask, approve, record, answer → needs answer (evidence: the needs log).
- Waiting. Overdue items are reminded, then escalated, under
waiting_deadlines; they show on the Panels of both sides. Silence closes nothing (PRD FR-37) → ageing record (evidence: the needs log). - Raise, never guess. An item with conflicting sources, no single valid version, an unresolvable position, or outside its limits goes to the Lead in one line, with its evidence → raised item (evidence: the Office record).
- Stops and revocations. A stop takes effect at the tool gateway on every Pod and Cell of this AIOC; the Chief of Staff takes no action of its own and is itself stopped. Items in flight show
held, never closed. After a signedrestart-stopped-unit, it resumes from the records and the hand-offs → nothing (evidence: the unit register). - Brief. Each morning, and when called, it briefs the Lead: the decision requests, the status with evidence, the tests' scores, the grants expiring, the needs past deadline, the directives replaced since the last brief → brief (evidence: the Office record).

4.3 Input socket
Definition
Default, with this AIOC's standard format, the admitted item: the original bytes and their SHA-256 hash, the contributor, the agreement version, the time, the channel, the universe, and a reference. The socket is the strongest part of the product (PRD §1): an owner with nothing written can start by talking.
Converters, one per input type (PRD FR-24). Each is a tested change; adding one changes no stage.
| Converter | Input | What it does | PRD |
|---|---|---|---|
| file | one file of any format | keep the original bytes and hash; extract text where the format allows | FR-21, FR-24 |
| archive and folder | a container or folder | open it under the safety checks below, and admit each member as its own item | FR-21 |
| corpus import | an existing collection | import a batch with its manifest; reconcile the batch; a lawful exclusion is an outcome, not an open item | FR-01, FR-24 |
| connector item | an item pulled by a data-source connector | keep the source system's ID, version and checkpoint | FR-24, FR-31 |
| typed text | text a contributor types | hand it to the Conversation Recorder; nothing is recorded before approval | FR-26 |
| chat | a chat conversation | as typed text; a chat in a third-party tool is a Panel view only, never the route of an approval or a decision | FR-26 |
| voice | a spoken account | transcribe, keep the raw capture, and hand the text to the Conversation Recorder; text written by AI from speech stays labelled until approved | FR-26 |
| Work Item | a request from a connected part: read, filing, needs request, Missing Report, needs status | validate against the published contract and the part's grant | FR-31, FR-35, FR-43, FR-46 |
The shared checks, for every converter.
- The contributor agreement. No input is admitted from an account without a current accepted agreement. A new agreement version needs re-acceptance before further input. Every item links to its agreement (PRD FR-25; Protocol §13, item 2). In a 49GAION installation, SL records the acceptance under the contributor's position code, and the tool gateway checks the credential the organisation's mechanism issued for that position; it never stamps or links a natural person, and who holds the position is the organisation's own mechanism, outside the system (
49GAION/DR-0049,DR-0052). When SL runs alone, the owner's account settings hold it. - No secret. Passwords, keys, tokens, seed phrases and one-time codes are refused, in files, text, chat and voice. The secret appears in no content, record, log or export (PRD FR-33; Protocol §5, item 3).
- Unsafe containers are quarantined at receipt: traversal, archive bombs, symlinks, macros and executables, encrypted or credential-carrying containers; with a stable reason (PRD FR-21).
- Instruction-like text is data. It is flagged and kept, never followed. A file dropped where an AI can write is a notice, never an instruction or a decision (STANDARD-CAPABILITIES §4.3, added).
- One valid version. A source that resolves to no single valid version is refused (Protocol §8, item 2).
- Nothing silently dropped. An unsupported input is quarantined with its reason, never lost (PRD FR-24).
- Validate before show. A finding about an input reaches a person only after a machine check has proven it; otherwise it goes as a hypothesis.
Process (SOP)
Default (receive, identify, normalise, check, deliver), run by the Chief of Staff through the socket's code steps and the converters above. A refused item comes back with its reason and never enters. An admitted item is delivered to the event record, then to recording (§5.1) or classification (§5.3).
Role card
Default; performed by the Chief of Staff ([ORG]CELL-COSSL) through the socket's code steps.

4.4 Panel
Definition
Default, built by [ORG]AIOC-OCO from this blueprint for the Lead and the Cell carrying [ORG]HOAC-TM. It shows: the health of every part (ok, finding or unknown, never unknown as a pass); every grant, its scopes, its expiry and its revocation; the serve log; the needs requests, with their state and age; the gaps; the candidates by stage; the publication checks; the tests and their results; the state snapshot.
The product's application is the contributor's face (New; §11). Contributors and the HOAC positions work in the product's own application: they accept the agreement, give input, approve previews, answer rows and set sharing there, under their own live sign-in. This is because SL must run alone, with no [ORG]AION present (PRD FR-34). In a 49GAION installation, the Panel links to the application, and the application keeps the Panel's rules: the member's own live sign-in; outside text as data; caps on outside and model calls; rollback for every release. A signature of a listed type, a stop and the accountability path are never in the application: they are at the tool gateway (FR-40).

5. Functional capabilities
Ten capabilities, each in the four-part form (Annex A of the template). Each Definition has one added row, Done when, which names the test that closes it. Each step reads: position: action → output (evidence). A step run by code is written as the Chief of Staff running a named code step. Rules that apply to every capability are in Annex B (statement labels and origin kinds), Annex C (owner profiles), Annex D (needs-request handling) and Annex E (what this AIOC never does). Each capability cites the PRD requirements it carries; together they cite every requirement (case 85).
5.0 The life of a source: input, output, done-test
| Step | Performed by | Input | Output | Done when |
|---|---|---|---|---|
| Admit | Input socket (§4.3) | any input, from a contributor under a current agreement or from a connected part | admitted item, or refusal with its reason | the shared checks pass; the item has a reference and a hash |
| Record | Conversation to Record (§5.1) | talk, or an explainer run | approved items, each a source; rejected items kept as rejected | every recorded item has its contributor's approval of the exact text, bound by hash |
| Classify | Classification and Sharing (§5.3) | admitted item | class, confidentiality level, sensitivity tags, document type, status | each item has exactly one level and one status |
| Produce | Document Production (§5.4), stages S0 to S8 | request and material | canonical artefacts of the approved candidate | every required human decision is recorded; the artefacts trace to the candidate |
| Publish and activate | Publication and Activation (§5.5), S9 and S10 | approved canonical artefacts | the effective version | the remote bytes are verified twice; the pointer moves atomically |
| Revise and retire | Revision and Retirement (§5.6), S11 and S12 | an effective source | a new effective version, or an archived one | the previous version and its bytes stay available as required |
| Find gaps | Gap Finding (§5.2) | the corpus and the owner's profile | gap list, ranked | each gap is filled, marked not applicable, or open with its consequence |
| Serve | Connections and the Output Socket (§5.8) | a read request within a grant | a source reference: held or not held | the serve log records what went to whom, at which version |
| Ask | Needs Requests (§5.9) | a needs request | a needs answer, by reference | the requesting part's acceptance test passes |
5.1 Conversation to Record
Definition
| Field | Content |
|---|---|
| Name | Conversation to Record |
| What it is | The path by which a person's words become a source. It asks plain questions, turns the answers into draft items, shows each item as a preview of the exact text, and records only what the person approves. It also runs explainer templates for connected parts. |
| Purpose | Let any owner, even one with no documents, become documented by talking, without ever treating talk as true by default. |
| Scope | does: guided conversation by text, chat or voice; read-back; statement labels; preview and approval per item; explainer templates; contradictions recorded; does not: record unapproved text; decide; rule on a contradiction; ask for a secret |
| Inputs | typed text, chat or voice from a contributor with a current agreement (§4.3); an explainer template (ID, version, the questions in order, why each is asked) |
| Outputs | approved items, each recorded as a source of origin kind explainer or document, with each statement's label and anchor, the template ID and version, and the approval hash per item; rejected items kept with their reason; unconfirmed items kept as unconfirmed; the raw capture, linked |
| Limits | never records an item without the contributor's explicit approval of its exact preview text, bound by hash; a "yes to all" without each item shown records nothing; text written by AI from speech stays labelled as such until approved; never records less than what was asked |

Process (SOP)
| Field | Content |
|---|---|
| Trigger | a contributor starts to talk; or the Chief of Staff runs an explainer for a needs request (§5.9) |
| Steps | 1. Chief of Staff: open the conversation, state its purpose in one line, and confirm the agreement is current → open conversation (event). 2. Conversation Recorder: ask plain questions, one thing at a time; keep the raw capture → capture (linked record). 3. Conversation Recorder: draft items from the answers; label each statement stated, inferred, assumed or unknown (Annex B); read back what was said → draft items (preview record). 4. Chief of Staff: show each item's exact text to the contributor, one at a time → preview (hash per item). 5. Contributor (the HOAC position giving the input): approve, correct in their own words, reject with a reason, or leave unanswered → answer per item (event, with the account and time). 6. Chief of Staff: record each approved item as a source; a correction makes a new version and a new preview; a rejected item is kept as rejected; an unanswered item stays unconfirmed → source, rejected item or unconfirmed item (events). 7. Consistency Auditor: check each new source against the corpus; record any contradiction, open, without ruling → contradiction record (event). |
| States | open → previewed → approved / corrected (new version, previewed again) / rejected / unconfirmed; only approved makes a source |
| Failure and recovery | a dropped conversation keeps its capture and draft items, unrecorded, and resumes from them; two failures on the same step stop and go to the Lead |
| Records | the conversation, the capture, each preview with its hash, each answer, each source; all in the event record |

5.2 Gap Finding
Definition
| Field | Content |
|---|---|
| Name | Gap Finding |
| What it is | A comparison of what the owner holds with what an owner of its kind normally needs, which produces a list of gaps in plain words, ranked by consequence. Every profile starts from the essentials checklist (Annex F.2; New in v0.1.2). |
| Purpose | Tell the owner what is missing, before anyone needs it. |
| Scope | does: compare against the owner's profile; rank by consequence; offer to fill a gap by upload or by talk; record "not applicable" once; turn an accepted document or export needs request into a gap (§5.9); keep the essentials checklist and show the essentials still missing beside a Design Request (Annex F.2); list a term the sources use and never define (Annex F.1); does not: decide that a gap matters to the owner; ask again after "not applicable"; draft the content of a gap |
| Inputs | the corpus at its current version; the owner's profile set (configuration; Annex C), which starts from the essentials checklist (Annex F.2); gap signals from [ORG]AIOC-OER, one per act done without a source, by reference to its register entry (New in v0.1.3) |
| Outputs | the gap list, versioned; one gap per missing item, with its consequence and how to fill it |

5.3 Classification and Sharing
Definition
| Field | Content |
|---|---|
| Name | Classification and Sharing |
| What it is | Each item carries its class (controlling, operational supporting, derived communication, evidence, historical provenance, packaging or non-document), its universe, a confidentiality level, sensitivity tags, a document type and a status. The owner decides, for each universe, collection or item, whether it is public, limited or private, like the settings of a code repository. |
| Purpose | Keep authority and visibility clear: a derived text never gains authority by relabelling, and an item is seen only as its setting allows. |
| Scope | does: propose classification; record the decided classification; keep claimed status apart from held authority; apply sharing settings everywhere (search, export, connectors); log every change; does not: decide a class, a level or a status for the owner |
| Inputs | admitted items; the owner's sharing settings |
| Outputs | classification per item; sharing settings; the change log |
| Limits | every item has exactly one confidentiality level and one status; an unclassified new item takes the default level (PRD D-15); a revocation of sharing takes effect at once; an export of records of the work is recorded only as the owner's projection by role-type and process, after its impact assessment and its HF-17 decision, and one that says who did the work is not recorded (Annex F.3; New in v0.1.2) |

5.4 Document Production
Definition
| Field | Content |
|---|---|
| Name | Document Production |
| What it is | The governed path from a request to canonical artefacts, stages S0 to S8: intake and classification (S0, with clarification), governed AI drafting (S1), review (S2), human decision and rework packet (S3), content authorisation with the draft committed to Git (S4), specialist validation (S5), evidence validation (S6), final approval (S7), and canonical artefacts (Markdown, DOCX, PDF and manifest) under a knowledge-release label (S8). |
| Purpose | Produce sources whose every protected outcome traces to the exact candidate, permissions, sources, evaluation and approval evidence behind it. |
| Scope | does: create, change, merge, split, absorb and retire requests; drafting; review findings; the critical-action chain; canonical artefacts; executed instruments kept apart from renditions; the organisation dictionary, with definitions only from sources or approved statements (Annex F.1; New in v0.1.2); does not: let an AI take a human decision; let a plausible name, score or metadata stand in for evidence |
| Inputs | a request and its material (admitted items); the controlling sources of the universe |

|---|---|
| Trigger | a request, admitted at S0 |
| Steps | 1. Chief of Staff: run S0 (the security scanner, the batch registry, the Source Classifier, the Consistency Auditor); ask for missing information in plain words (S0 clarification) → classified request (event). 2. Drafter: draft under its governed package (§5.7) → candidate (versioned, hashed). 3. Functional Reviewer (a HOAC position): review; approve to S4 or reject to S3 → review record. 4. Final authority or Documentation Governance Chair (S3): decide, and write the rework packet → decision record. 5. Authorising positions (S4): authorise the content; the Chief of Staff commits the draft to Git → authorised draft (commit). 6. Named Professional Signatory (S5) and Implementation Owner and Independent Evidence Validator (S6), where required → validation records. 7. Independent Auditor: audit the candidate before each critical action; the Chief of Staff runs the deterministic preflight first → audit finding (immutable). 8. Final authority or Chair (S7): final approval → approval record. 9. QA Authority (S8): the Chief of Staff builds the canonical artefacts from the approved candidate and commits them under the release label → canonical artefacts and manifest (commit). |
| States | S0 → S0 clarification → S1 → S1 clarification → S2 → S3 or S4 → S5 → S6 → S7 → S8; pending, rework, blocked, completed at each stage (FR-05) |

5.5 Publication and Activation
Definition
| Field | Content |
|---|---|
| Name | Publication and Activation |
| What it is | Stages S9 and S10: publication with a read-back receipt (S9), then independent re-retrieval and re-hashing of every required remote artefact before the effective version is activated, with the registry, change brief and broadcast (S10). |
| Purpose | Make a version effective only when the bytes actually delivered are the bytes approved. |
| Scope | does: publish to the approved targets; verify twice; activate atomically; keep the previous qualified state while a replacement is prepared; retry safely; does not: accept item IDs, upload metadata or S9 evidence as a substitute for S10 |
| Inputs | approved canonical artefacts (S8); the publication targets of the universe |
| Outputs | the effective version, one active release pointer per universe, the change brief and the broadcast |
| Limits | missing, mismatched or unverifiable bytes, or a changed manifest, prevent activation (FR-14); an unclassified document never defaults to controlling at S10 (PRD §4.5, gap); a restarted worker never makes a second publication (FR-16) |
| Sources | PRD FR-14, FR-15, FR-16, FR-18; journeys 1 and 5; D-12 |

Publication Administrator (S10): request activation → activation request. 4. Chief of Staff: independently retrieve and hash every required remote artefact; on a match, move the pointer atomically, update the registry, write the change brief and broadcast → effective version (events). |
| States | released → published (S9 verified) → verified (S10) → effective; or blocked with reason |
| Failure and recovery | a failure before replacement keeps the previous pointer and history (FR-15); checkpointed retry is idempotent (FR-16); a traffic rollback is never presented as undoing a publication |

| Name | Revision and Retirement |
| What it is | Stages S11 and S12: governed revision of an effective source, and archival; with retention, legal hold, logical deletion and tombstones, and a complete export and digest-verified backup and restore of the governed state. |
| Purpose | Change or retire a source without ever losing which version was in force when, or the evidence behind it. |
| Scope | does: open a revision as a distinct candidate; keep the previous version effective with its pinned bytes; archive; hold; tombstone; back up and restore; does not: publish by starting a revision; reuse a reference; erase evidence |
| Inputs | an effective source and a revision or retirement request |
| Outputs | a new effective version through §5.4 and §5.5; an archived source; a tombstone; a backup and its restore evidence |
| Limits | a legal hold blocks destructive removal; an archived item is never returned as effective; a restore is checked independently before service resumes; in a 49GAION installation, destroying, purging or logically deleting the owner's records is the listed type dispose-records-or-data, signed by the owner's HOAC position at the tool gateway |

5.7 Agent and Knowledge Governance
Definition
| Field | Content |
|---|---|
| Name | Agent and Knowledge Governance |
| What it is | Every significant AI agent of this AIOC is a governed package: route and model, its own instructions, curated knowledge, authority boundary, allowed tools, output contract, evaluation evidence, release state and rollback. Knowledge releases are kept apart from engine and system knowledge, with one active release per universe. |
| Purpose | Make sure that what runs is exactly what was evaluated and approved, and that no score, schedule or role grants activation. |
| Scope | does: drafts of instructions and knowledge; server-run evaluation bound to the exact configuration; all attempts kept; separate prepare, approve, approve-release and activate decisions; does not: accept invented, imported or manual scores; let a preparer activate their own release |
| Inputs | a draft package or knowledge release; its evaluation suite |
| Outputs | an evaluated package; a release record; an activation by the permitted position; a rollback target |
| Limits | only the final authority, or an expressly recorded, current and scoped delegate, activates a knowledge release; the preparer never activates their own; a failed, skipped or zero-run suite makes the configuration ineligible (FR-08); the agent-release role matrix is open (PRD D-11) |
| Sources | PRD FR-06 to FR-10, FR-19; journey 3; the decisive activation rule after FR-46; D-04, D-11 |

Process (SOP)
| Field | Content |
|---|---|
| Trigger | a change to an agent's package or to a knowledge release |
| Steps | 1. Knowledge and evaluation manager (a HOAC position): clone the active configuration and edit the draft → draft package. 2. Chief of Staff: run the evaluation on the server, bound to the exact configuration; keep every attempt → evaluation evidence (immutable). 3. Approving positions: prepare, approve, approve-release, each under its own authenticated decision → decision records. 4. Final authority or delegate: activate → active release; the previous qualified release stays the rollback target. |
| States | draft → evaluated → approved → release-approved → active; or ineligible |
| Failure and recovery | a mismatch between the evidence and the configuration at use blocks the use; roll back to the previous qualified release |

5.8 Connections and the Output Socket
Definition
| Field | Content |
|---|---|
| Name | Connections and the Output Socket |
| What it is | Any part or outside system that wants to read from SL, file into it, or ask it, connects only by request. The Source Lifecycle Lead approves or refuses the request and sets its scopes: universes, collections, confidentiality levels, read or write, purpose, duration. The output socket then answers by reference only, within the grant. |
| Purpose | Let other systems build on the owner's sources without ever reaching beyond what the owner allowed. |
| Scope | does: connection requests; grants signed at the tool gateway; revocation; the serve log; answers by reference with the reference fields; pinned snapshots; filing by a connected part within a write scope; notices; the published sockets contract; the organisation-design grant; does not: serve a near match as held; serve outside the grant; serve a superseded version as valid |
| Inputs | a connection request; a read request; a filing |
| Outputs | a grant (event in the unit register); a source reference; a filing receipt; a notice |
| Limits | no connection works without a grant signed by the Lead at the tool gateway as connect-external-port; a wider scope is grant-or-widen-access; no bot approves or sets a scope; revocation by the Lead or any position above it takes effect at the gateway first and is never held; every connection has its own token, held only in the platform's secret store or behind the gateway, written nowhere; scope expiry is checked on every read |
| Sources | PRD FR-31, FR-32, FR-41 to FR-46; Protocol §13, items 4 and 5; Library TEST-SOURCE-LIFECYCLE v1, cases 5, 6, 8 to 15 |

The reference (PRD FR-41; the sockets contract's source reference). The ID, version and SHA-256 hash; held or not held; the snapshot ID; the origin kind (Annex B); the status from SL's own list (draft, in review, approved, in force, superseded); the confidentiality level; for an export, the date it is as of; and, for an item from conversation, each statement's label with its anchor.
Pinned snapshots (PRD FR-42). A connected part may pin a content-addressed snapshot (SLM-<sha256>) and read every reference at it for the life of its run, and read the references named in a needs answer at the snapshot that answer names. A version superseded after the pin is served at the pinned bytes with its current status shown as superseded. Every snapshot named by a filed release stays readable at its pinned bytes while that release, or a release that carries it forward, is not withdrawn.
The organisation-design grant (PRD FR-32, FR-44). It has three parts: unrestricted read; least-privilege write for filing only, limited to the filing part's own origin kinds; and needs requests. The write scope of each design stage (New in v0.1.1; PRD FR-41 and FR-44 to be amended at the PRD's next opening):
| Design stage | Origin kinds it may file |
|---|---|
[ORG]AIOC-TOM | operating model; design report (its readiness and held reports) |
[ORG]AIOC-PPD | process and position design; design report (its returns to TOM) |
[ORG]AIOC-DI | delivery and implementation; design report (its returns to PPD and TOM) |
[ORG]AIOC-OER | correspondence (an entry of its register that a position asks to keep, fixed as received); export (its projection of the work as it runs, by role-type and process, after its HF-17 decision, Annex F.3). New in v0.1.3 (49GAION/DR-0027). It is not a design stage. Its read is references only (ID, version, status, held or not held) of the sources its entries cite, never content, under its signed grant; the notices of this section reach it for every version an entry cites |
A design report that holds a return is filed with the hash of the return as sent, and each later version of the return supersedes the one before; the filed copy never changes. The approval screen states plainly that Strictly confidential items will be visible. A partial scope cannot be granted for this connector type.
Filing (PRD FR-43). A connected part with a write scope files a source of one of its own origin kinds, on behalf of a named HOAC position whose answering sign-in has a current contributor agreement. The filing is content-addressed, records what it supersedes, and takes its status from the approval decision it cites. A filing without a write scope, or without a contributor position, is refused. Correspondence (New in v0.1.3): a source of origin kind correspondence is filed only by [ORG]AIOC-OER, on behalf of the position that asked to keep the entry; its hash equals the register entry's content hash; it is class EVIDENCE, kept as received, and never served as the owner's own statement (Annex B).
Notices (PRD FR-45). On a revocation, a narrowing, a reclassification or a supersession that affects references a part has read, that part receives a notice naming each affected reference and version, never the content.
The sockets contract (PRD FR-46). The needs-request, needs-answer, needs-status, Missing Report and source-reference contracts are versioned JSON Schemas with fixtures. The first drafts are those of the Target Operating Model mother (github.com/49g-holding/49GAION-target-operating-model; its versions before v0.6.1 are in the archived github.com/49g-holding/49aioc-tom) v0.4.0 (contracts/README.md of this repository names them by path and hash). SL adopts or changes them under PRD D-20. A change names every connected part it affects and re-runs the cross-AIOC test (Protocol §11, item 2). The v0.6 drafts (the same mother, v0.6.0; New in v0.1.2): an element row carries its proposed priority, which SL shows with the row; the priority decided is recorded with the decision; an export request for records of the work states its aggregation, by role-type and process (Annex F.3).
Process (SOP)
| Field | Content |
|---|---|
| Trigger | a connection request; a read; a filing; a change affecting references already read |
| Steps | 1. Chief of Staff: receive the request through the Input socket; prepare it for the Lead as a decision request, with the scopes asked → decision request. 2. Source Lifecycle Lead: approve and set the scopes, or refuse, at the tool gateway → signed grant (unit register event, with date, scope and approving position). 3. Chief of Staff: serve each read by reference within the grant, checking expiry → source reference (serve log). 4. Chief of Staff: accept or refuse each filing → filing receipt. 5. Chief of Staff: on each affecting change, send the notices → notice (event). 6. Lead, or a position above it: revoke at any time → revocation (gateway first; unit register event). |
| States | requested → granted / refused → active → narrowed / expired / revoked |
| Failure and recovery | a read that cannot be checked is refused, never served on trust |
| Records | the unit register (connections, scope changes, revocations); the serve log (what went to whom, at which version) |
| Cadence | on demand; expiry checked on every read |
| Measures | grants active; reads refused; notices sent |
Role card
No AI Cell of its own. The socket's code steps are run by the Chief of Staff; the grant is the Lead's.

5.9 Needs Requests
Definition
| Field | Content |
|---|---|
| Name | Needs Requests |
| What it is | The desk where a connected part asks SL for what its sources do not answer. The Chief of Staff accepts or returns each request, finds the position that can answer, asks in plain words, has the person approve the exact text, records the approved answer as a source, and answers the part by reference. |
| Purpose | Let a connected part learn what it needs from the owner's people without ever asking a person anything itself, so that only approved, recorded, versioned sources ever reach it. |
| Scope | does: the six request types (document, explainer, confirmation, status, export, decision); intake; routing; asking; preview and approval; recording; answering by reference; status messages; waiting and escalation; does not: answer for a person; decide; take a listed-type decision in SL; name a person to the part |
| Inputs | a needs request, as a sub-item of the part's Work Item, with its pass and Missing Report; needs status messages withdrawn and superseded from the part |
| Outputs | a needs answer by reference; needs status messages accepted, returned and asked; a gap, for an accepted document or export request |
| Limits | Annex D in full; Annex E |
| Sources | PRD FR-35 to FR-40, FR-27; journey 11; github.com/49g-holding/49GAION-target-operating-model, docs/INTAKE-WITH-SOURCE-LIFECYCLE.md §2 and §9 (SL-A1 to SL-A6) |

Process (SOP)
| Field | Content |
|---|---|
| Trigger | a needs request arrives through the Input socket |
| Steps | 1. Chief of Staff: validate it against the contract and the part's grant; accept it, or return it with one reason: malformed, outside the grant, duplicate, asks for a secret, or names a person → needs status accepted or returned. 2. Chief of Staff: for document or export, open a gap (§5.2); for explainer, run its template (§5.1); for confirmation, status or decision, open a question → open item. 3. Chief of Staff: route it (Annex D.2): for a delegable row, choose who answers (the role the part suggests is advice only); for a non-delegable row, address only the position named in answering_cell, through its HU port → routed item. 4. Chief of Staff: ask in plain words, keeping the part's original wording beside the plain question and recording any simplification; send asked → question and needs status. 5. HOAC position asked: answer with a document, an explainer, a confirmation, a status, an export or a decision, or say "don't know", or decline; for a listed type, sign at the tool gateway → answer. 6. Chief of Staff: show the exact text to approve, item by item; record only what is approved, as a source of the matching origin kind, with the deciding position's code, the date taken, the date recorded and evidence of a fresh live sign-in for a decision → source. 7. Chief of Staff: answer the sub-item by reference (Annex D.3) → needs answer. The part's acceptance test, not SL, sets the sub-item done. |
| States | received → accepted / returned → asked → answered / declared absent / not applicable / declined / dont know; withdrawn or superseded by the part; never closed by silence |
| Failure and recovery | an overdue request is reminded, then escalated, under waiting_deadlines; an answer from the wrong position is refused; an unresolvable or vacant position holds the row and goes to the Lead |
| Records | the needs log: every request, status, question, answer, approval and reference |
| Cadence | passes as the part sends them; reminders under waiting_deadlines |
| Measures | requests answered by outcome; past deadline; returned by reason; weak-approval signals raised |

5.10 Trial and Exit
Definition
| Field | Content |
|---|---|
| Name | Trial and Exit |
| What it is | SL can be provisioned alone for a new owner of any kind, including for a limited trial. The owner can always take a full export. At the end of a trial the owner chooses to export, convert or delete. |
| Purpose | Let an owner start with SL before any larger project, and leave with everything that is theirs. |
| Scope | does: provisioning per owner; a trial period; full export at any time; the trial-end path; deletion with a receipt; does not: keep an owner's data past the owner's instruction |
| Inputs | a provisioning request; the owner's choice at trial end |
| Outputs | a provisioned instance; an export; a converted instance; a deletion receipt |
| Limits | with no answer at trial end, the data becomes read-only and stays held (PRD FR-34 proposes deletion after a read-only period); in a 49GAION installation, the deletion is the listed type dispose-records-or-data and an export or purge of personal data is export-share-or-purge-personal-data, each signed by the owner's HOAC position at the tool gateway, so with no answer the data stays read-only until that signature (§13, H-13); personal and household data are retained only as long as needed (NFR-10); trial length and pricing are open (PRD D-17) |

6. Coordination and routes
- With connected parts (the design stages
[ORG]AIOC-TOM,[ORG]AIOC-PPDand[ORG]AIOC-DI, and any other): through the 49GAION Operating Protocol only. A connected part's needs request is a sub-item of its own Work Item; SL answers the sub-item and never opens a new item back, so the chain never loops (Protocol §4.6, item 2). Reads and filings pass through the output socket within the grant. Every route passes the tool gateway. - With the HOAC positions: through the HU ports, in the product's application, under a live sign-in at the tool gateway (§4.4). The Chief of Staff is the only Cell that asks them anything for a connected part.

Open reconciliation: the product holds connector credentials in its own server-side vault (PRD §4.3); Protocol §13, item 5 allows a connection's token only in the platform's secret store or behind the tool gateway. Whether the product's vault is the platform's secret store is to be confirmed by the SL technical lead (§13, H-12).

9. Fixed tests: index, triggers and scores
The cases are written in tests/TEST-SL.md. Cases 1 to 16 are the Library's TEST-SOURCE-LIFECYCLE v1, cases 1 to 16, unchanged. Cases 17 to 72 are the PRD's own acceptance, one case per requirement. Cases 73 to 91 test this AIOC's form. Cases 92 to 95 test the feeds of the Operations Event Register (New in v0.1.3).

- Re-run triggers: any change to a model, instructions, this AIOC's card, this blueprint, the PRD, the sockets contract or the 49GAION Operating Protocol re-runs the affected tests; also any change to tools or access, a converter, or a shared panel part.
- The product's qualification is separate and stays as the PRD sets it: exactly three integrated cycles on one frozen candidate (PRD §10). A case of TEST-SL is never counted as a qualification cycle, and a passing case never qualifies a changed candidate.
- The non-functional requirements NFR-01 to NFR-10 apply across every capability; they are cases 63 to 72. Most of their targets are open in the PRD, and a case with no target stays
NOT_RUN. - Complete only when every capability's test has a visible result.
NOT_RUNis never PASS.
Checks that are not fixed tests.
| Check | Placement | Budget per item | Degradation order | Blocks only for |
|---|---|---|---|---|
| Daily projection check: registers equal a rebuild from the events; no number stream has gaps or duplicates (Protocol §14, item 5) | after completion | one run per day | none; a failure opens a defect | nothing; it flags |
| Outbound name check: no person's name or contact in any needs answer, reference or notice | router | each outbound message | none | the message |
| Secret scan of logs and exports | after completion | each log batch and export | none | the export |
| Sockets contract fixtures | in CI, on every change to the contract | each change | none | the merge |
| Serve-log reconciliation: every read is inside a grant that was active at that time | after completion | daily | none; a failure opens a defect | nothing; it flags |
- Discriminating evidence. A passing check counts only if it has been shown able to fail on the case it guards, and evidence is written by the runner, never by the worker.
10. Build: what is generated from this file
| Built thing | Generated from | Recorded where |
|---|---|---|
| Panel profile | §0, §1, §3, §4.4, §5 role cards | the panel profile and the Panel's release record name this file's commit |
| Back office | §4.2 role card and SOP (instruction); §4 to §5 definitions and SOPs (knowledge) | the back office records the commit it was built from |
| Card in the protocol AIOC's map | §1 | the protocol AIOC's register links this file |
| Cards of the Pods and Cells, and the bot identity cards | §17 | cards/, by tools/make_cards.py |
| Panel Health section | §9 results; stuck, returned and late Work Items | the Panel |
Delivery path: definition change → tests → Panel and Back office update → one-click rollback to the previous commit. The product's own delivery stays on its code project's path, with its own audit and qualification (PRD §10).
11. Exceptions
- The product's application is the contributor's face (§4.4). The Standard makes the Panel the only surface humans use. SL must run alone, with no
[ORG]AION(PRD FR-34), so contributors and the HOAC positions work in the product's application, which keeps the Panel's rules. Proposed to the mother (§12, item 1). - A Chief of Staff of the connecting kind that also orchestrates. The Chief of Staff connects people with parts and also moves items through the stages. One Cell does both because every person-facing question must pass one door; if load grows, an Office is proposed (§4.1).
- The Position Chief of Staff is this AIOC's Chief of Staff. The Standard attaches a Position Chief of Staff to the position's Cell. Here the AIOC's own Chief of Staff serves the Lead in that role, with no attached Cell, so that the Lead has one voice to deal with.
- "The seat that
[ORG]AIOC-SLis accountable to" (Protocol §13, item 5) is read as the position carrying[ORG]HOAC-ACSover this AIOC, the Source Lifecycle Lead, and not as the Cell carrying[ORG]HOAC-TMnamed in the card'saccountable_to. Proposed to the mother (§12, item 2). - Human application roles map to HOAC positions in or out of this AIOC (Annex A). The template's positions table lists this AIOC's own positions; here a human role of the product may also be filled by a HOAC position elsewhere in the organisation, such as the
[ORG]HOAC-GOVposition.
12. Lessons and proposals to the mother
One dated line per lesson, each written without the organisation's details. Nothing is proposed upstream without the word of the [ORG]HOAC-GOV position; the drafts are in upstream/PROPOSALS.md.
- 2026-10-15 · A part that is also sold alone needs a face that runs without an
[ORG]AION. Test question added: case 76 (the application keeps the Panel's rules). Proposed to the mother as a draft: allow a product face that keeps the Panel's rules, with signatures, stops and the accountability path still at the gateway. - 2026-10-15 · Protocol §13, item 5 names "the
[ORG]HOAC-ACSseat that[ORG]AIOC-SLis accountable to", while the card'saccountable_tonames the TM Cell. Test question added: case 8 reads the label holder. Proposed to the mother as a draft: write "the holder of[ORG]HOAC-ACSover[ORG]AIOC-SL". - 2026-10-15 · The Library's Source Lifecycle card has 16 cases; the next stage needs twelve more (SL-A1 to SL-A12, already proposed by the Target Operating Model mother,
upstream/PROPOSALS.md, item 5). Not proposed again here. - 2026-10-16 · A study of comparable products found that an owner's sources are judged complete only against a fixed list of essentials, and that every design stage needs the owner's own words. Test questions added: cases 88 and 89. Proposed to the mother as a draft, with the rule for records of the work (case 90):
49GAION/DR-0023.
13. For the [ORG]HOAC-ACS seat, and every decision only a human seat can take
Money, people and legal matters are marked. The PRD's open decisions are named by their PRD ID and not restated.
| ID | Decision | Who decides | Effect while open |
|---|---|---|---|
| H-01 | The organisation's own mechanism. Who holds the Source Lifecycle Lead position ([ORG]CELL-SLL) and any HOAC position added to this AIOC, and how, is decided outside the system (49GAION/DR-0048, DR-0049). Nothing of it enters this blueprint | the organisation's own mechanism, outside the system | the position is empty: the Chief of Staff only advises; every grant, revocation by this position and test ownership act is blocked; matters go to the TM Cell (Protocol §4.10, item 21) |
| H-02 | Adopt, change or refuse PRD FR-35 to FR-46 and the first sockets contract (PRD D-20) | the [ORG]HOAC-GOV position, with the SL technical lead and the technical authority position | [ORG]AIOC-TOM cannot start a run; §5.8 and §5.9 stay Proposed |
| H-03 | Legal. The contributor agreement's terms, which need legal review; trial length and money: pricing; retention and legal basis for personal and household data (PRD D-17) | the [ORG]HOAC-GOV position | no input can be admitted under an agreement that does not exist |
| H-04 | The default confidentiality level (PRD D-15; proposed Confidential) | the [ORG]HOAC-GOV position, with the SL technical lead | unclassified items have no default |
| H-05 | A listed-type row where no gateway exists (PRD D-21) | the [ORG]HOAC-GOV position, with the SL technical lead | such a row is returned no gateway (proposed) |
| H-06 | The vault for secrets, and when (PRD D-16) | the [ORG]HOAC-GOV position, with the IT and infrastructure division | Reserve R-02 |
| H-07 | The human point in intake (PRD D-14) | the [ORG]HOAC-GOV position | Reserve R-01 |
| H-08 | The agent-release role matrix (PRD D-11) and the final authority's disagreement policy (PRD D-05) | the technical authority position reconciles; the [ORG]HOAC-GOV position decides | §5.7 runs on the knowledge-release rule only |
| H-09 | People. The product owner position, the first slice and the representative documents (PRD D-02) | the [ORG]HOAC-GOV position, or the delegated product owner | no qualification scope |
| H-10 | People. The application role map: one HOAC position per human application role, in this AIOC or elsewhere in the organisation; and which HOAC positions to add to this AIOC for them (Annex A; §17) | the Cell carrying [ORG]HOAC-TM; the [ORG]HOAC-GOV position for ACS positions acting for it | the joining test fails (§15) |
| H-11 | Approve this blueprint v0.1.6, with the exceptions of §11, as the design of [ORG]AIOC-SL | the human hub | it stays a draft; nothing is installed |
| H-12 | Confirm whether the product's server-side credential vault is the platform's secret store (§8) | the SL technical lead, with the IT and infrastructure division | connector grants cannot be checked against Protocol §13, item 5 |
| H-13 | Legal. PRD FR-34 proposes deleting a silent trial owner's data after a read-only period. In a 49GAION installation, deletion is the listed type dispose-records-or-data, and an export or purge of personal data is export-share-or-purge-personal-data. Proposed: with no answer, the data stays read-only until the owner's HOAC position signs; the PRD's text is aligned when D-20 is next opened | the [ORG]HOAC-GOV position, with the SL technical lead | §5.10 follows the proposed reading |
| H-14 | PRD FR-36 says the holder of a non-delegable row's seat "is found through the installation's holder register". Under Standard §1.1, item 9 (proposed by 49GAION/DR-0013), SL addresses the position through its HU port, and only the tool gateway checks the sign-in. Proposed: the PRD's text is aligned when D-20 is next opened | the [ORG]HOAC-GOV position, with the SL technical lead | §5.9 and Annex D follow the position reading |
| H-15 | The organisation dictionary, the essentials checklist and the rule for records of the work (Annex F) are New rules that change the product. Proposed: PRD FR-28 (profiles open with the essentials), FR-41 (an export of records of the work) and a new requirement for the dictionary, at the PRD's next opening; the v0.6 sockets contract under D-20 | the [ORG]HOAC-GOV position, with the SL technical lead | the blueprint states the rules; the PRD follows |
| H-16 | Legal; people. For each export of records of the work: its impact assessment and its decision on it (HF-17; where personal data moves, export-share-or-purge-personal-data) | the position that holds data protection (HF-17) | the export is not served (Annex F.3) |
| H-17 | The feeds of the Operations Event Register (the origin kind correspondence, its scope, its references-only read, gap signals) are New rules that change the product. Proposed: PRD FR-41 (origin kinds), FR-43 (filing) and FR-28 (gaps) at the PRD's next opening | the [ORG]HOAC-GOV position, with the SL technical lead | the blueprint states the rules; the PRD follows |
14. Change log
| Blueprint version | Date | Change | Template version | Commit |
|---|---|---|---|---|
| v0.1.0 | 2026-10-15 | First blueprint of [ORG]AIOC-SL on the template, from the product's PRD v0.6 and the Library part 49GAION Source Lifecycle v1. Every human position is a HOAC position, a legal persona; no natural person exists in the system (Standard §1.1, item 9; 49GAION/DR-0013, proposed by pull request on 15 October 2026); at least one HOAC position, more added in this AIOC's design; who occupies them is top management's own mechanism | v1.5.0 at e89ed1d | first instance |
| v0.1.1 | 2026-10-16 | Takes the filings of every design stage (49GAION/DR-0016 to DR-0018): the origin kinds process and position design and delivery and implementation; a write scope per design stage, limited to its own kinds and its design reports (§5.8); a filed return keeps the hash of the return as sent. Wording under 49GAION/DR-0015: a filing names a position that holds a contributor agreement, never its occupant. TEST-SL v1, case 87 | v1.5.0 at e89ed1d | first instance |
| v0.1.2 | 2026-10-16 | Adds three rules (49GAION/DR-0023; Annex F, new): the organisation dictionary, kept through Document Production, with definitions only from sources or approved statements, served by reference to every design stage; the essentials checklist opening every profile (strategy, plan, measures, structure of positions, processes, meetings, dictionary), a flag only, shown beside a Design Request; records of the work as it runs, recorded only as the owner's projection by role-type and process after an impact assessment and an HF-17 decision, and refused when they say who did the work. Takes the v0.6 sockets contract of the Target Operating Model mother v0.6.0 (priority on element rows; the aggregation of an export request). H-15, H-16. TEST-SL v1, cases 88 to 91 | v1.5.0 at e89ed1d | first instance |
| v0.1.2 (mother) | 2026-10-16 | This mother blueprint, written from the first instance's v0.1.2 with every value of that organisation removed: <organisation>, <org> and <filled> placeholders, positions only, sources by public reference; no rule added, changed or removed (49GAION/DR-0024; decisions/DR-0001). TEST-SL v1 maps the Library's TEST-SOURCE-LIFECYCLE v3 | v1.5.0 at e89ed1d | this repository, pull request #1 |
| v0.1.3 (mother) | 2026-10-17 | Takes the feeds of the Operations Event Register (49GAION/DR-0027): the origin kind correspondence, class EVIDENCE, fixed as received, filed only by [ORG]AIOC-OER on behalf of the position that asked to keep the entry, with the entry's content hash; the register's scope (it writes correspondence, and export for its projection of the work under Annex F.3; it reads references only, and receives notices for the versions its entries cite); gap signals into Gap Finding. H-17. TEST-SL v1, cases 92 to 95, mapping the Library's TEST-SOURCE-LIFECYCLE v4, cases 27 to 29 | v1.5.0 at e89ed1d | this repository, pull request #2 |
| v0.1.4 (mother) | 2026-10-19 | The Chief of Staff takes its COS code: [ORG]CELL-SLCS → [ORG]CELL-COSSL (Naming Standard R16, 49GAION/DR-0028; decisions/DR-0002). The old code is retired and kept in the card's lineage; the part test is renamed; nothing else changes | v1.5.0 at e89ed1d | this repository's pull request for this version |
| v0.1.5 (mother) | 2026-10-29 | Released on the governing seat's word (decisions/DR-0005): it carries the records since v0.1.4, decisions/DR-0003, decisions/DR-0004; positions only (49GAION/DR-0048, DR-0049). Every card takes v0.1.5; the Protocol pin moves to the Operating Protocol v2.1.0. No other rule changes. | ||
| v0.1.6 (mother) | 2026-10-29 | Corrections under 49GAION/DR-0052 (decisions/DR-0006): with no answer at a trial's end, the data becomes read-only and stays held, and is deleted only on the owner position's signed decision; the gateway checks the position's credential and never stamps or links a natural person; the gateway runs as code beside the core; the live links name the Target Operating Model's mother repository; the Position Chief of Staff signs for the Lead only within the Lead's grant, which may reach a listed type, as the governing seat ruled (49GAION/DR-0053, item 11). Every card takes v0.1.6. The Protocol pin moves to the Operating Protocol v2.2.0. No rule of this part is added or dropped. |

The block below holds every value of every Pod and Cell card and of the bot identity card of every AI Cell. tools/make_cards.py expands it into the complete forms of the template and of spec/schemas/unit-card.schema.json and bot-identity-card.schema.json of 49GAION-protocol, writes them into cards/ as generated copies, and checks them against the schemas, the code rules of tests/cards/check_cards.py of 49GAION-protocol, and this blueprint.

Every Pod and Cell of this AIOC is
accountable_to[ORG]CELL-SLL. The AIOC itself and the Lead areaccountable_tothe Cell carrying[ORG]HOAC-TM, which signs the AIOC's install, itschange-parentand itsrestart-stopped-unit. - The Lead's authority. The
authority_scopeof[ORG]CELL-SLLlists the listed types it signs on this AIOC's connections and Cells. The expiry date is a placeholder. The listed types on the owner's own data (export-share-or-purge-personal-data,dispose-records-or-data,set-purpose-or-valuesand the others) are signed by the owner's HOAC positions, never by the Lead for them. - Bots. Each AI Cell's bot (seven) has its own identity card, with its own credential,
never_signs: true, and its memory sealed on a change of filler (Protocol §10, item 3). The credential IDs incards/bots/are placeholders; the credentials live only in the organisation's vault. - Engines. A bot's identity card names no engine. The gateway binds engines per call (
engine_binding). The Independent Auditor's binding is distinct from the Drafter's, and of another engine family where the register allows (case 79). - Not Cells of this AIOC: the HOAC positions elsewhere in the organisation that Annex A maps (for example the
[ORG]HOAC-GOVposition), and the Chief of Staff of any connected part.
Adding a HOAC position.
- At least one; more may be added. This AIOC has at least one HOAC position, the Source Lifecycle Lead. The organisation may add more in this AIOC's own design: for example an ACS position for each universe, for a stage of Document Production, or for a human application role it wants inside SL (Annex A), including ACS positions that act for the
[ORG]HOAC-GOVposition. - How. Each is a tested change to this blueprint, made through OCO and approved by the human hub. It adds one human Cell to the parts block, with its HOAC label (a board behind a position is the organisation's own;
decision_ruleis withdrawn,49GAION/DR-0049); itsaccountable_to, the HOAC position above it (the Lead, the[ORG]HOAC-GOVposition for an ACS position acting for it, or the Cell carrying[ORG]HOAC-TM); itsauthority_scope, the listed types it signs, delegated underdelegate-authoritywhere it acts for a position above it; and its fixed test.tools/make_cards.pyregenerates the cards and refuses a human Cell with no HOAC label. - Position, not person. Each names a position only (Standard §1.1, item 9). Who holds it, and how, is the organisation's own mechanism, outside the system (
49GAION/DR-0048,DR-0049). This blueprint never names a person and never reads who holds a position.
Code checks (Naming Standard R15, R16 and §5), recorded on 15 October 2026; the Chief of Staff's COS code on 19 October 2026. Each code is checked again against the organisation's unit register before first use (R6, R15.3).

Annex A. The product's application roles and the HOAC positions that fill them
The product names its application roles in code (src/lib/stageRolePolicy.ts; 14 roles, PRD §4.1). Each human role is filled by a HOAC position, set in the configuration slot application_role_map (§15): a HOAC position of this AIOC (§17), or one elsewhere in the organisation. No AI Cell ever fills one. The list below is read from the PRD; the code's registry governs, and the SL technical lead confirms it (PRD §4).
| Application role | Where it acts | What it decides | Never |
|---|---|---|---|
| Requester | S0; journey 1 | what it asks for | approve its own request's content where separation applies |
| Contributor | intake (§4.3, §5.1); needs answers | approves, corrects or rejects each preview item of its own words | approve another person's words |
| Owner (corpus approver) | SL v1 corpus | approves a version of its corpus | approve its own content where separation applies (PRD §4.5, gap) |
| Corpus steward | SL v1 imports | runs an import | approve what it imports |
| Functional Reviewer | S2 | approve to S4, or reject to S3 | authorise |
Final authority: the [ORG]HOAC-GOV position; ACS positions acting for it may be added to this AIOC (§17) | S3, S4, S7, S9, S12; knowledge-release activation | decides, authorises, approves, releases, archives, activates | fabricate audit execution, or repair bytes by assertion (FR-12) |

| Operator / security administrator | identities, configuration, recovery | maintains them | act as a business decision-maker |
| SL administrator | sharing and connections | in this AIOC, the Source Lifecycle Lead (§3) | decide content |
| Source consumer | retrieval | — | — |
Annex B. Statement labels, origin kinds, status and confidentiality
Statement labels (PRD FR-27). Every statement in an item from conversation carries one:
stated: the person said it in their own words and approved it;inferred: drawn from what was said, but not said;assumed: taken without basis in what was said;unknown: asked, not answered.
A label is never raised: an inferred or assumed statement becomes stated only when the person says it in their own words and approves it. An inferred or assumed item is never shown or exported as stated.
Origin kinds (PRD FR-41): document, explainer, confirmation, status, export, decision, operating model, process and position design, delivery and implementation, design report, correspondence. The two kinds of the later design stages are New in v0.1.1, and correspondence in v0.1.3; the PRD's list follows at its next opening.
Correspondence (New in v0.1.3; 49GAION/DR-0027). A letter, a formal e-mail, a post or another formal item that the organisation sent or received, kept because a position asked to keep its entry in the Operations Event Register. It is class EVIDENCE: evidence that the item was sent or received as it stands. It is kept as received, never edited, and its hash equals the register entry's content hash. Its status is approved once the asking position approves the filing. Its content is never served as the owner's own statement, and its statements carry no label of the owner (statement labels apply to the owner's own words). Correspondence with counsel is filed by reference only, Strictly confidential.
Status (PRD FR-29; the reference's list): draft, in review, approved, in force, superseded. A source has exactly one valid version (Protocol §8).
Confidentiality levels (PRD FR-29, Proposed): Public, Internal, Confidential, Strictly confidential (named people only). Sensitivity tags: personal data, financial, legal or privileged, staff, security.
Classes (PRD FR-03): CONTROLLING, OPERATIONAL_SUPPORTING, DERIVED_COMMUNICATION, EVIDENCE, HISTORICAL_PROVENANCE, PACKAGING, NON_DOCUMENT. A derived text never gains authority by relabelling.
Annex C. Owner profiles
Owner profiles are configuration, never code (PRD FR-28, Proposed). Each has a fixture with its expected gap list, in the code project.
| Profile | Owner |
|---|---|
| Person or household | one person, or a household |
| Single company | one company |
| Group or holding | several companies under one owner |
| Institution | an institution (PRD §1) |
The essentials (Annex F.2; New in v0.1.2) open every base profile, before its own rows.
Add-ons, for kinds of activity: for example a licensed activity, or employing staff. An owner takes one base profile and any add-ons. Adding a profile or an add-on needs no engine change.
Annex D. Needs-request handling
D.1 Return reasons
A needs request is returned, with a needs status of returned and one reason, when it is: malformed against the contract; outside the part's grant; a duplicate of an open request; asking for a secret; or naming a person. A status row that asks which of two sources governs is returned as a misplaced decision row (PRD FR-39).
D.2 Routing
| Row | Who answers | Rule |
|---|---|---|
delegable (non_delegable false) | a position the Chief of Staff chooses | the part's suggested_seat is advice only; the chosen position's answering sign-in has a current contributor agreement |
non-delegable (non_delegable true) | only the position named in answering_cell, through its HU port | the tool gateway checks the credential the organisation's mechanism issued for that position, with a fresh live sign-in; an answer from any other position is refused; an empty position holds the row and goes to the Lead |
listed type (listed_type or org_listed_type) | the position that signs that type, at the tool gateway | never captured in SL's screens or by the Chief of Staff; recorded only with a valid signature_ref; with no gateway, returned no gateway (PRD D-21, proposed) |
SL reads nothing about who holds a position, and no person's name ever reaches the part. The answer names positions only.
D.3 What comes back, by type
| Type | What the person gives | What SL records | Outcomes allowed |
|---|---|---|---|
document | the document | a source of origin kind document, approved, with its status | answered, declared absent, not applicable, declined, dont know |
explainer | their own account, through the template | a source of origin kind explainer, with the template ID and version, each statement's label and anchor, the approval hash per item | answered, declined, dont know |
confirmation | confirm, correct in their own words, or don't know | a source of origin kind confirmation | answered, dont know, declined |
status | in force, draft or superseded, for one document | a source of origin kind status, by the document's approver, with the evidence | answered, dont know, declined |
export | an export from a system of record; for records of the work, only the owner's projection by role-type and process (Annex F.3) | a source of origin kind export, with its as_of date; for records of the work, after its impact assessment and its HF-17 decision | answered, declared absent, not applicable, declined |
decision | a choice among the options shown; on an element row, also its priority, shown as proposed and kept unless corrected | a source of origin kind decision, with the deciding position's code, the date taken, the date recorded and evidence of a fresh live sign-in; for a listed type, its signature_ref; on an element row, the priority decided | answered, dont know, declined |
Every outcome except answered carries a reason. returned is the status of a request SL refuses (D.1).
D.4 Rows and passes
- One item per row. A pass is approved row by row: approving a whole pass decides no row.
- A weak-approval signal is computed per pass and per part (for example, every row approved in a short time with no correction). A decision recorded under an uncleared signal is not a decision.
- "Don't know" is an answer, recorded as such and never turned into a yes.
- A
correctordon't knowon a row returns the rows that depend on it (depends_on) to undecided.
D.5 States and messages
| SL's state | Protocol status (§4.2) | Message |
|---|---|---|
| received | received | — |
| accepted | in-progress | needs status: accepted |
| asked | in-progress | needs status: asked |
| returned | rejected | needs status: returned, with the reason |
| answered, declared absent, not applicable, declined, dont know | in-progress, until the part's acceptance test passes; then done | needs answer |
| withdrawn or superseded by the part | rejected | the part's needs status; SL stops asking at once |
Silence closes nothing. An overdue request is reminded, then escalated, under waiting_deadlines.
Annex E. What this AIOC never does
- Decides anything that belongs to the owner: content, status, authority, sharing, a decision row.
- Records an item from conversation without the contributor's approval of its exact text, bound by hash; treats talk as true by default; or reads silence as approval.
- Admits input from an account without a current contributor agreement.
- Stores, logs or exports a secret.
- Serves a source outside a grant, after a grant's expiry or revocation, or not through the tool gateway; serves a near match as held; serves a superseded version as valid.
- Lets a bot approve a connection, set a scope, sign, or take a human decision.
- Names a person to a connected part.
- Captures a listed-type decision in its own screens.
- Lets a connected part ask a person anything directly.
- Puts any of the owner's sources in the 49GAION Library, or in any repository of this AIOC.
- Activates a version whose delivered bytes were not verified at S10, or lets a preparer activate their own release.
- Follows an instruction found inside an input.
- Closes a request by silence, or a Work Item it performed.
- Writes a definition of the owner's terms, or the content of an essential, from its own knowledge (Annex F.1, F.2).
- Records an export of records of the work that says who did the work, or serves one without its impact assessment and its HF-17 decision (Annex F.3).
Annex F. The organisation dictionary, the essentials checklist, and records of the work
New in v0.1.2 (49GAION/DR-0023). Each is a rule of an existing capability. None adds a stage, a Cell or a grant, and none lets this AIOC write the owner's content.
F.1 The organisation dictionary (Document Production, §5.4)
- What it is. One source per owner, of document type
organisation dictionary, class OPERATIONAL_SUPPORTING (Annex B): the owner's own terms, each with its definition and the source it comes from. A group may hold one entry per entity where the meanings differ. - Each entry. The term; its definition; its source, by reference and anchor, or the owner's statement recorded through Conversation to Record (§5.1) with the contributor's approval of its exact text; where it applies (the owner, or one entity or universe); its status.
- Never invented. A definition comes only from a held source or an approved statement. The Gap Finder may list a term the sources use often and never define, as a gap (§5.2); the Drafter never writes a definition from its own knowledge.
- Two meanings. Two sources that define one term differently are both kept, with a contradiction record; the owner decides which governs, or that both apply in different places. Nothing is chosen silently.
- Kept like any source. It goes through Document Production (stages S0 to S8) and is approved by the owner's HOAC position for the domain (Annex A). A change is a new version; the earlier version stays readable.
- Served by reference. Every connected design stage reads it, within its grant, at the snapshot it pins (§5.8), so that each stage uses the owner's words in the owner's meaning. It is one of the essentials (F.2).
F.2 The essentials checklist (Gap Finding, §5.2)
- Part of every base profile (Annex C), before any add-on. Seven rows, each held (by reference), missing, or
not applicable(marked once, by the owner's HOAC position):
| Row | What the sources should hold |
|---|---|
| E1 Strategy | the strategy on one page: purpose and values, the long-range target, the three-year picture, the one-year goals with their measures, the critical numbers |
| E2 Plan | the current period's plan or budget |
| E3 Measures | the numbers the owner tracks, each with its definition |
| E4 Structure of positions | the positions and how they report to one another, never who occupies them |
| E5 Processes | the main processes, as written |
| E6 Meetings | the decision forums and their rhythm |
| E7 Dictionary | the organisation dictionary (F.1) |
- A flag, never a source. A missing row is a gap, ranked like any other. It never closes by silence, and this AIOC never drafts its content for the owner; the owner may open a Document Production request for it.
- Before a design run. When a Design Request is put to its approving position, the Chief of Staff shows beside it the essentials still missing, in plain words. The approval decides nothing about them; a design stage that needs one asks for it by needs request (§5.9).
F.3 Records of the work as it runs (Classification and Sharing, §5.3; Needs Requests, §5.9)
- What it is. An
exportof records of the work as it runs: work queues, case logs, workflow and time records. - Only the owner's projection. It is recorded only as the owner's projection by role-type and process. The owner's own mechanism removes who did the work, and any line that would still point to whoever did it, before the export reaches this AIOC. This AIOC never receives the records before that projection.
- Data protection first. Before it is recorded, the position that holds data protection (HF-17) records an impact assessment of the export and its decision on it. Where the projection moves personal data, the decision is the listed type
export-share-or-purge-personal-data, signed at the tool gateway (Annex D.2). - Refused. An export offered with a field that says who did the work (a name, an identifier, a contact) is not recorded, and nothing of it is kept; the reason is
person-level records. An export without its impact assessment and its HF-17 decision is not served. - Served as origin kind
export, with itsas_ofdate (§5.8). Where a needs request asked for it, the request states the aggregationby role-type and process(the v0.6 sockets contract). - Why. A connected design stage may read how the work runs today, by role-type and process, and never anything about a person. Where no such export exists, nothing is put in its place.
- From the Operations Event Register (New in v0.1.3;
49GAION/DR-0027). Where the organisation has[ORG]AIOC-OER, its projection of the work by role-type and process is one such export. It is filed by that part within its write scope (§5.8), under every rule of this annex, and refused at this AIOC's Input socket if any field says who did the work.
